   В апреле 1991 года ВВС США объявили о выборе победителя в конкурсе на создание истребителя ATF (Advanced Tactical Fighter). Самолет предназначался для замены F-15 Eagle.    В сентябре 1983 года компаниям "Boeing", "General Dynamics", "Grumman", "McDonnell Douglas", "Northrop" и "Rockwell" предложили принять участие в конкурсе аванпроектов. Официальный запрос был разослан в сентябре 1985 года, оценку предложений провели в июле 1986 года, а 31 октября объявили двух победителей - компании "Lockheed" и "Northrop". С ними заключили контракты на постройку каждой фирмой двух прототипов.
   Параллельно шла инициированная в 1983 году программа разработки для самолета ATF совершенно новых двигателей. Наземные испытания двигателей General Electric F120 и Pratt & Whitney F119 начались в 1986-1987 годах. В начале 1988 года Министерство обороны США одобрило изготовление летных образцов двигателей каждого из двух типов, предназначенных для установки на прототипы ATF. В октябре 1989 года Пентагон продлил на шесть месяцев программу испытаний. К этому времени определились и с основными подрядчиками программы. Компания "Lockheed" объединилась с "Boeing" и "General Dynamics", но покупка "Lockheed" (с 1995 года - "Lockheed Martin") истребительного отделения фирмы "General Dynamics" привело к сосредоточению у "Lockheed" 67,5% объемов работ.
   Прототип YF-22A с двигателями YF120 выполнил первый полет 29 сентября 1990 года, 30 октября 1991 года в воздух поднялся второй опытный самолет YF-22A, но уже с ТРДДФ YF119. В ноябре 1990 года Министерство обороны США рассмотрело предложения по окончательной отработке авиационного комплекса и его производству, после чего выбор был сделан в пользу самолета F-22 с двигателями F119. В августе 1991 года был заключен контракт на производство 11 (позже количество уменьшено до девяти) предсерийных самолетов, включая два двухместных F-22B. В конечном итоге от спарок отказались, оставив только одноместные F-22A.
   Форма самолета выбрана с учетом требований малозаметности в тех областях электромагнитных волн, которые используются в радиолокации; кромки всех открывающихся в полете створок выполнены зубчатыми, чтобы излучение РЛС противника как можно меньше отражалось в обратную сторону. Для размещения вооружения были оборудованы три внутренних отсека: один большой центральный и два поменьше в бортах фюзеляжа. Но в то же время предусмотрена и возможность монтажа четырех подкрыльевых пилонов для подвески внешних нагрузок. Бортовые электронные системы выполнены с использованием элементов искусственного интеллекта, применены волоконно-оптические линии связи. Скорость работы компьютерных систем на самолете F-22 в сравнении с системами F-15 увеличена в 16 раз, емкость памяти электронных устройств увеличена втрое. Основу наступательного целевого оборудования составляет РЛС APG-77 с активной фазированной антенной решеткой. РЛС способна сопровождать на проходе одновременно несколько воздушных целей и производить пуск ракет сразу по нескольким из них. РЛС также способна работать в режиме картографирования и как метео-РЛС. На самолете установлены система обмена информации (не сопряжена с аналогичными системами других самолетов ВВС США, что препятствует интеграции F-22 в "цифровое поле боя" и, вероятно, является главной причиной неучастия Raptor в боевых действиях), приемник GPS, аппаратура бортового комплекса обороны. В кабине установлено катапультное кресло ACES II класса "ноль-ноль". Приборное оборудование кабины выполнено на основе четырех цветных жидкокристаллических многофункциональных индикаторов и широкоугольного ИЛС (производства "Marconi").
   Основными органами управления самолетом являются боковая ручка и РУДы. К поверхностям управления относятся занимающие почти весь размах крыла предкрылки, внешние элероны, внутренние флапероны, дифференциально отклоняемые стабилизаторы и два руля направления, установленные на наклоненных наружу килях. Управление самолетом также осуществляется отклонением сопел двух двигателей, сопла отклоняются только в вертикальной плоскости в секторе +/-20°. Самолет не теряет управляемости даже на очень больших углах атаки.
   Стоимость всей программы постоянно находилась под контролем Конгресса США, внимание к ней усилилось (а критика возросла) после снижения для США высокотехнологичных угроз.
   Проектирование двухместного F-22B велось, но до постройки прототипа дело не дошло. Спарка должна была обладать всеми боевыми возможностями одноместной машины.
   В 2005 году F-22 достиг состояния первоначальной боеготовности. В 2007 году F-22 с авиабазы Элмендорф на Аляске впервые перехватили и сопровождали Ту-95МС Дальней авиации ВВС РФ.
   Модернизация самолета F-22A обходится очень дорого и ведется медленно из-за весьма устаревших элементной базы и программного обеспечения, установленных на самолете. После очередного этапа доработок F-22 получат возможность использовать УР класса "воздух-воздух" AIM-9X и AIM-120, бомбы малого диаметра (SDB). В перспективе самолет планируется хоть частично унифицировать с F-35.
   К середине 2011 года ВВС США получили почти все из 187 заказанных самолетов F-22. Шансы на продление серийного производства ничтожны. В мае 2011 года полеты всех F-22 прекратили из-за неоднократных случаев гипоксии у летчиков в полете (по этой причине, вероятно, произошла катастрофа F-22 на Аляске осенью 2010 года). Причиной гипоксии стало попадание выхлопных газов двигателей в кислородную систему. В сентябре 2011 года полеты возобновили, но в октябре вновь был отмечен случай гипоксии, и полеты снова были запрещены.

Production of the F119 engine, powerplant of the F-22 Raptor, has discontinued and Pratt & Whitney is now providing the US Air Force with aftermarket and sustainment support.
Software-related incidents such as the pilot-induced oscillation that caused the crash on landing of the YF-22, and two Gripen accidents led to the safety of fly-by-wire systems to be questioned. However, refined software validation techniques have significantly reduced the risk of similar occurrences. В результате ряда доработок (наиболее существенные изменения коснулись воздухозаборников, крыла и фонаря кабины) получившийся F-22 стал более привлекательной машиной, чем YF-22. На фотографии хорошо видно крыло новой формы в плане.
9 февраля 2004г.: в очередном полете с авиабазы Эдвардс самолет Lockheed Martin F/A-22 Raptor (серийный номер 4003) достиг 5000-часового безаварийного налета в ходе летных испытаний. В этом полете самолетом управлял летчик-испытатель майор Джим Даттон.
Программа летных и оценочных испытаний F-22 не имела аналогов в истории ВВС США - разработчикам и заказчику предстояло оценить способность нового стелс-истребителя выполнять все поставленные ему задачи.

Raptor 02 - первый F-22, на котором был выполнен пуск УР AIM-9M (25 июля 2000 года). Ракета была практической, без боевой части, а пуск осуществлен на высоте 6096 м и на скорости М=0,7.

The Boeing Company has developed a new paint that will reduce the F-22 Raptor’s vulnerability to infra-red threats. The paint, referred to as a ‘topcoat’, has been applied to the second F-22 at Edwards AFB, Calif. It adds no more weight to the aircraft and is applied in a two-tone camouflage design, similar to the F-15 ‘Mod-Eagle’ paint scheme. Raptor 04 will be next to receive its new top­coat. Each application takes up to two days.
Lockheed Martin F-22A Raptor 4004, the first example equipped with a fully integrated avionics suite, is towed from the manufacturer's final assembly line at Marietta, Georgia, on January 28, 2000. Using 'lean manufacturing' techniques, the aircraft was completed with more than a 10% cost reduction over earlier examples. The aircraft will now enter Marietta's robotic coatings facility for application of the final finishes before the aircraft joins the P-22 Combined Test Force at Edwards AFB, California, later this year.

At most airshows in the US the Raptor will fly in formation with another USAF demonstration fast-jet, like this F-15E Strike Eagle, and Heritage Flight aircraft such as the World War Two era P-51 Mustang pictured. US Air Force/1st Fighter Wing/27th Fighter Squadron F-22A Raptor 03-4049 'FF' touches down at Hickam Air Force Base, Hawaii, on February 7, 2007 for a layover before continuing to Kadena Air Base, Japan. The aircraft was one of 12 Raptors from the unit deploying to Kadena on the type's first operational overseas deployment. Although they were planned to fly on to Kadena on February 10, the aircraft turned back to Hickam shortly after departure after a 'software issue' affecting the navigation system was discovered. It was later revealed that as the first pair of aircraft crossed the International Date Line, multiple computer systems on the Raptors 'crashed', including fuel sub-systems, navigation computers and some communications. Although numerous attempts were made in flight to re-boot the systems, this was to no avail and they were forced to return to Hawaii, using their support tankers as guides, in the absence of any navigation systems. Within 48hrs, a software fix had been developed and installed, but then this had to be thoroughly tested before it was considered safe for the aircraft to continue. As a result, the first two aircraft did not arrive at Kadena until February 16, with the remainder following over the next few days.

The first two Lockheed Martin F-22A Raptors for the 49th Fighter Wing at Holloman AFB, New Mexico, arrived at the base on June 2, 2008, adorned with the 'HO' codes previously worn by the wing's F-117A Nighthawks.
